Meet Our Staff

Frank was born at Bethesda Naval Hospital and grew up in Alexandria, VA. Frank graduated from Francis C. Hammond High School and went on to graduate from Florida State University. Frank started the Spicer agency from scratch in May of 1984. Frank began by knocking on doors, making cold calls, and building a client base. Under Frank’s leadership the Spicer Agency has grown substantially and now has over 11,000 policies in force. Frank has five children and eight grandchildren. Frank lives in Clifton, VA with his wife Sally, their youngest two sons, and their three dogs – Bosco, Ben, and Reagan. Frank is an active runner and is a frequent participant in local road races. Frank also serves as a volunteer for the “Annandale Coalition of Churches for Action” (ACCA) delivering furniture and other essentials to poor families. 

Chris was born in Alexandria, VA and grew up in nearby Annandale.  Chris attended Paul VI Catholic high school and George Mason University.  After college Chris went on to Law school where he graduated from The Catholic University Columbus School of Law. Chris worked at Spicer Insurance during Law School and became a full time agent after graduating.  Chris lives in Manassas, VA with his wife, three boys, and their Golden Retriever “Annie.”  Chris coaches his son’s baseball & basketball teams and is also the President of his Homeowners Association.  His loves are spending time with his three boys and anything related to the Florida State Seminoles! 

Rob was born and raised in Erie, PA, and now lives in Clifton, VA. Rob attended Erie Cathedral Prep and Gannon University on a golf scholarship, where he attended St. Mark’s Seminary as a pre-theology seminarian. Upon graduation, Rob became a licensed Agent and Commercial Account Manager with an insurance agency in Erie, PA. Rob then took an Analyst position at the Erie Insurance Home Office for 2 years followed by 3 years as the District Sales Manager of East Tennessee, where he graduated from the University of Tennessee’s Professional MBA program. Rob stays busy spending time with his wife and three young boys and cheering for the VOLS!

Debby is an insurance professional with 20-years of experience. She earned her B.S. in Business Management from the University of Mobile and received her M.A. in Human Resource Management from Regent University. In January of 2017, Debby joined the Spicer Insurance Agency, bringing her wealth of experience in personal lines of insurance (auto, home, flood, health, life, and disability insurance). She quickly transitioned to commercial lines and now also specializes in business insurance (business liability, commercial auto, and worker’s compensation).

Debby has an innate ability to connect with others, this combined with her strong work ethics helps her maintain and foster long-term customer relationships. She engages closely with the Hispanic community and works ardently to do right for her all her clients. She continues to stay abreast of the industry’s ever-changing rules and regulations so that she may reliably continue to be a source to her colleagues and clients.

Kathleen began her work in the insurance industry in 2016. Since then, she has been building her insurance career, starting as a Personal Lines Agent and growing into the commercial side. Now, she primarily focuses on the Commercial Lines, however, she is more than willing to assist with any personal lines or life insurance questions as well.

Andrea was born in Elmont, N.Y. and raised in Northern VA. She is a graduate of George Mason University with a B.S. in Psychology. After graduation, she became a certified Special Education teacher, an Applied Behavior Analysis therapist, and spent several years in the retail management business. Andrea joined the Spicer Agency in March of 2016. She specializes in personal lines insurance for home, auto and umbrella where she enjoys talking to clients about the distinctive features of their policies. Andrea is a dedicated fan of the World Champion Washington Nationals, enjoys 90’s music, Taco Tuesday’s, trivia games, and Zumba.

Anita was born and raised in New Orleans, LA. She attended LSU studying speech and hearing before relocating to Virginia in 1988. Anita worked for a chemical trade association for over 10 years planning and organizing workshops and conferences before becoming a stay-at-home mother of four children for 18 years. She joined the Spicer Agency in June of 2016 and specializes in personal lines insurance for auto, home and umbrella policies. Her favorite part of being an Agent is helping clients in providing friendly and comprehensive customer service. Anita is a devoted wife and mother, but is also a die-hard LSU Tigers fan, “Coastie mom,” history buff, a published photographer, and has been a volunteer with the Honor Flight Network welcoming WWII veterans to DC for over 10 years.

Ross was born and raised in Connecticut. He attended the University of Connecticut with a major in journalism. Ross worked for The Hartford for over 10 years as a commercial auto and general liability adjuster in both the Hartford, CT and Charlotte, NC offices. Ross now lives in Warrenton, VA with his wife Amanda. He loves the outdoors and is an avid NFL and Nascar fan. Ross joined the Spicer team in September of 2019 and currently specializes in personal lines and life insurance.

A proud native of Northern Virginia, Lisa was born in the Nation’s Capital and has lived in Fairfax County virtually her entire life. Lisa joined the Spicer Agency in January 2021. Having previously worked as a Commercial Account Manager for clients of various industries and sizes, representing dozens of major insurance companies, she brings a broad range of knowledge the team. Her prior experience also includes 14 years in Customer Service and Management with an employee benefits agency, a five year stint as a stay-at-home mom, plus several rewarding years as a dog trainer and foster for a local rescue. Lisa currently lives in Fairfax Station with her husband, three children, and one spoiled pup. She spends much of her free time doing crossword puzzles, laughing with her family, and cheering on the DC sports teams.

Jack was born and raised in Northern Virginia. He spent over 14 years in the Retail/Grocery industry in various capacities. Most recently at Wegmans, he gained a wealth of knowledge regarding how to deliver exceptional customer service. Jack brought his experience to the insurance world in 2022, and focuses on Personal Lines sales and service. Jack is an avid outdoorsman, guitar player, history buff, Nationals fan, and self-proclaimed pitmaster. He lives in Sterling, VA with his wife Ashley, son John, and daughter Virginia.

Miguel is a Northern VA native and has lived most of his life in the Commonwealth. After leaving for school, he returned to the area and continues to call Fairfax County home. Miguel has experience working with a variety of personal and commercial clients, servicing accounts with a servant’s heart and achieving the highest levels of customer satisfaction. With several years of insurance brokering experience, he now specializes in personal lines insurance for auto, home, and umbrella policies as well as life insurance. A big fan of sports and all things competition- he has a special place in his heart for the Capitals, Nationals, and Green Bay Packers.

Matt was born in Arlington, VA and has lived most of his life locally in Centreville. Growing up, Matt played hockey for the Prince William Panthers and the University of South Carolina Gamecocks. Today Matt is licensed in Health, Property & Casualty Insurance. Matt joined the Spicer Agency in 2023 and now specializes in personal lines. Matt loves meeting new people at local networking events such as Chambers of Commerce and BNIs. Outside of work, Matt is a single dad who enjoys adventures, sports and Star Wars with his son. You can always catch him and his son at a Nats, Caps, Commanders, Wizards, United or Gamecocks game! Go DC & USC!!!

Ann was born and raised in Arlington, VA and now lives in Manassas, VA. She graduated from O’Connell HS in Arlington, then earned her B.S. in Business at George Mason University. After graduating from George Mason, she worked for Cohen, Gettings, & Dunham law firm for several years as a bookkeeper. In 1994, she left the work force to raise her 5 children. Ann re-entered the work force in 2012 to work for the Spicer Agency. Ann provides support to the agents at Spicer Insurance, performing multiple administrative duties.
Ann enjoys gardening, hiking, the beach, reading, and being with her family.
